the only way i can think of is to fit a k&n air filter.
this type of filter will allow More air flow into the engine, you might have to tweak your carb but should give ur bike better performance.
you can get these from a good bike accessory shop

Change the sprockets, this will reduce acceleration but increase top speed.
Lose any excess weight from the bike (exhausts are a good source of weight loss).

if you have the paperwork to say the bike is restricted, as long as you get on well with the garage get them to remove the restricter kit on the quiet problem solved, when and if you get stopped you have the paperwork to say it is done, if the police want to prove the bike isn’t restricted they have to pay to have your bike low loaded and taken to a rolling road and then pay to have the bike bhp tested then they have to pay to have it low loaded back to you, very expensive for them!!!! i do not know of any cases where this has been done yet.
as long as you dont ride like a twat for two years and your bike is in a good clean roadworthy condition you are very unlikely to be stopped.
