You need a licence to drive on any public UK road. You can obtain a provisional licence for that at 16.

Technically you can ride a motorbike at any age with parental consent. BUT it must be on private land, with the permission of the land owner, and you cannot ride the bike to the land if you have to go on the road.
If your wanting to ride on the road (in the UK) you must be 16 where you can take your CBT (Compulsery Basic Training) which allows you ti ride a machine up to 125cc but you MUST display L plates and cannot carry passengers.

Basically getting your license you MUST be 12, otherwise it is considered “legal” if the age requirements on the bike are lower than what you really are, so if it’s for 12 and under and your 14, your ok. But it is considered “Illegal” if you are under the bike age requirements, ex: 16 and older and you’re 14, Illegal. BUT it is ok if you ride a higher class cc if you are with an adult 18 or older. So if you have a trx 250 ex, an atv, it’s for 16+ kids and you are 14 (Not saying you are) and if you are with a sibling or parent over 18 and with experience, it is ok to ride it. As long as the bike is appropriate.

As others have stated in the US it depends where you are. from as young as 14 in some states. (this is to drive on public highways)
Those saying you can ride a motorbike at 16 in the UK mean a 50cc moped. and must hold a provisional license. either for a Moped or an agricultural vehicle. you need to be 17 to drive anything over 50cc and only up to 125cc until you pass your test

to drive/ride on private land you can do so at any age that you can safely operate the throttle, brakes and touch the ground.
